Improved Storm Resilience for Residential Dwellings and Public Infrastructure

Mayor Rick Goldring’s Nov. 20 workshop on improved storm resilience for residential dwellings and public infrastructure included case studies from other municipalities and their responses to severe storm incidents. The panel featured Allan Magi, Executive Director, Capital Works, City of Burlington; Martin Powell, Comissioner, Transportation & Works Department, City of Mississauga; David Kellershohn, Manager, Water Infrastructure Management, City of Toronto, and moderator Scott Stewart, General Manager of Development and Infrastructure, City of Burlington.

Since August 4th, 2014, when Burlington was subjected to a deluge of 191 millimetres of rain in a single day, the City of Burlington and Halton Region have moved forward on plans to better protect ourselves both as homeowners and managers of the municipal infrastructure.

In previous newsletters, I have reported on measures taken by the City of Burlington and Halton Region to upgrade rainwater drainage and run-off through better maintenance, upgrades and new construction. Meanwhile, we have been engaged in dialogue with the insurance industry and other levels of government on the need for overland flood insurance to protect homeowners against financial losses from such catastrophes. Our next Council meeting is on February 18 where we will be considering the Proposed Capital Budget.

Budget 2014

On February 18th, Council will vote on approving the Proposed Capital Budget for 2014. Immediately after, we will begin our review of the proposed 2014 Current operating budget at the Community and Corporate Services Committee at 9:30 a.m. on February 20, 2014.  A special Council meeting will be held immediately following the Committee meeting to approve the Current budget.

On January 29th, we held an interactive workshop about the city’s 2014 current and capital budgets. We had a great turn out at this meeting. Participants had the opportunity to discuss service choices, infrastructure, and the long-term financial plan while learning more about the city’s 2014 current and capital budgets and the impact the budget will have on 2014 property taxes.

Upcoming Committee and Council Meetings

The first cycle of the new year has some very weighty issues to discuss including:

  1. Report regarding the Official Plan Review and a preliminary study of the heritage character of the Mount Nemo Plateau.
  2. Report providing information on the feasibility of implementing an Interim Control By-law in the Roseland Community.
  3. Report requesting a zoning regulation review related to the commercial production of medical marijuana.
  4. Report regarding the rezoning application for 5000 & 5014 New Street. (South east corner of Appleby and New – staff are recommending rezoning to allow a roof top patio for a restaurant.)
  5. Report recommending endorsement of the Burlington Community Energy Plan. (more on this in my next update)
  6. Report(s) providing an overview of the 2014 budget and resulting tax rate increases.

Snow Control Burlington Snow Winter Control

It’s early January and so far, we have been experiencing a real Canadian winter – unlike some winters of recent memory in Burlington.

The weather conditions have presented some real challenges for travel around the GTA and much of Ontario.  Our Roads and Parks Maintenance crews have been working very hard to ensure that our roads and sidewalks are cleared, safe, and up to service standard. This has not been easy due to the extreme cold temperatures we have experienced along with the consistent snow we have received.
